Frequently asked questions about invoicing and e-Factura

What is RO e-Factura?

The ANAF (Romanian tax authority) system through which invoices issued by companies in Romania are sent electronically, as UBL 2.1 XML (CIUS-RO), through SPV, the tax authority's online portal. Kushim generates the XML, validates it, sends it and keeps the invoice sealed by the Ministry of Finance, which is the legally valid document.

How soon must an invoice be sent to e-Factura?

Within 5 working days of issue. Kushim counts working days including public holidays and warns you on the dashboard when an invoice is close to the deadline; sending can also happen automatically, at issue.

Which VAT rates apply?

Since 1 August 2025, the standard rate is 21% and the reduced rate is 11%. Kushim has them preset, together with exemptions, reverse charge and intra-community supplies.

Can I invoice private individuals?

Yes. Invoices to private individuals (B2C) also go through e-Factura; when the buyer does not give their CNP (personal numeric code), it is filled in with thirteen zeros, and Kushim does this automatically.

Do I need a digital certificate?

Yes, to connect to SPV: the company's representative authorises Kushim once, with a qualified digital certificate. The authorisation renews automatically and must be redone once a year. An accountant with SPV rights for several companies connects once for all of them.

How much does Kushim cost?

The first 10 invoices issued each month are free, for every company, with every feature and e-Factura included. Beyond 10 invoices a month, the annual plan costs 100 RON + VAT per company, with unlimited invoices; it renews automatically every year and you can cancel at any time.

What does my accountant receive?

A monthly export: the issued and received invoices as CSV, which Excel opens directly, plus the ANAF-sealed archive of every invoice.

Where the name comes from

Kushim is the oldest known personal name in history. It does not appear in a poem or on a monument, but on a Mesopotamian accounting tablet that records quantities of barley. The first person whose name we know was, most likely, an accountant.
